Mykola Tomenko: After the Elections, Ukraine will have a Budget from the Officials, not from the Territorial Communities for the Public Benefit
Asked about the chances of implementation of social and humanitarian projects in Volyn region, as declared by the executive power officials, Mykola Tomenko, Deputy Chairman of The Verkhovna Rada of Ukraine, stated: "Under the applicable legislation, the budgetary process should have started on September 15, 2010. However, the discussion about the concept and structure of the budget for 2011 failed under different pretexts (such as the lack of the Tax Code, completion of the election campaign)."
The Deputy Chairman of The Verkhovna Rada of Ukraine warned that the budget for 2011 may be ‘the budget of high-ranking officials rather than the budget of citizens and communities." "The authorities are obviously incapable neither of suggesting a draft budget nor of launching the discussion with the local self-government," he admitted.
The Deputy Chairman believes that this approach will allow the local authorities to make fantastic declarations with no budgetary support.
The Deputy Chairman of The Verkhovna Rada of Ukraine supposes that "this play will finish after the election campaign, when the real budget drafted by a limited number of officials without public discussion will appear."
